Can I use this hole for filling oil?

With, very very very slow. I cut one out on some cast covers that had the baffle riveted inside the cover. No problem and high (sort of) speed oil change.

ps I don't have a pcv requirement on my truck.

I have similar covers on my 454 in the Suburban and I fill through one of them all the time. If you angle the funnel right it will flow pretty close to normal, if the end of the funnel gets square to the baffle it flows in very slow. I don't have steady enough hands to straight pour into the hole without a funnel.

A "normal" oil fill cap just opens into the same rocker gallery that the vents on these open into, so its not any different as far as the engine is concerned.
