Have you tried spraying penetrating oil into it and letting it soak for a while? Often times you can bring them back to life by doing that, then applying 12v to it several times until it starts to sound normal. If it starts working, it will probably sound funny for the first several honks.

I guess I should add, that only really applies to the older GM horns used into the 90's. The ones used after that are pretty much just completely dead when they stop working.

I normally just blast some lube into them and then try honking a minute or two later.

If the horn buzzes when hooked to power, you can fix it.
Horn off the truck, add 12V and a ground wire. While conected to power, tap the horn on the concrete. Horn will start to beep after a couple hits. Couple more hits it will get louder. Stop banging.
