Im thinking Ill disconnect the linkage part, and set it to the "loaded" setting, and see how it goes. If it works out, ill bypass it altogether.

To me it looks like someone replaced the factory load sensing proportioning valve and replaced it with an aftermarket adjustable proportioning valve. If it were mine I'd keep it. It will allow you to dial down the rear brakes for more controlled braking. Too much rear brake increases the likelihood of the rear swinging around in certain situations.
