what is this....filter or check valve?

I looked at your picture and it seems to be some kind of vacuum diaphram housing to operate some component.

Can you provide more information? Location, truck year, model, engine etc.
What do the tags read? They are hard to see.

I am sure someone will identify it.

Please advise.

Weird. My guess is filter. Blow into both sides and see what happens?

1 sticker reads "in from gear flow", the other the print wore off....it's on the power steering return line coming from the hydro brake booster on a 81 1ton

Yes, aftermarket oil filter. Sometimes a replacement steering pump is boxed up with a filter. Though is if the pump failed, there would be crud in the oil. Add the filter so the replacement pump dosen't fail.

Or maybe to help with a little extra capacity or to help eliminate foam up, regulator valve,hard to say. I've never seen anything like that on power steering before lol
It will add capacity which does help with cooling.
