Looks like it's to hold electrical connectors. Those tabs should fit into a pocket on the connector.

The wires on the left are for the high bean switch. The metal bracket holds the intermittent wiper controller hanging in the bottom of the picture. Those 4 plastic tabs (center bottom of photo) slide onto the tab at the top of the bracket.
