Weird problem with getting fuel

Hello everyone, I’ve posted on this forum before. Unfortunately I’ve been having a hard time getting fuel to the carb. We replaced the mechanical pump, rebuilt the carb put a new gas tank/ sending unit in. We were able to move it to the side of the house with no problems, but now after sitting for a day, it’s not getting any fuel to the carb not even to the clear filter. The only way I’ve gotten it to start is by taking off the gas cap, and putting it back on, and a whole lot of fuel rushes to the carb. Any help or answer to this problem would be appreciated (1985 c20)

Vent blocked? If taking off the cap and putting it back on make a difference that's what I'm thinking. Does it make a hissing/whistling sound when you take the cap off?

Okay no hissing sound at all, I looked at the venting hose and I may of put the clamp a little high, I think that may be restricting the flow for the vent possibly

Alright update, I got it running by loosening one of the clamps, the fuel level will be high or low is that normal for the fuel filter?

I've seen many clear fuel filters not full and changing but usually there around 3/4 full ish
