Should rear wheel spin freely?

I am replacing my rear drum brakes on my ‘73 C10 and YouTube videos I watched suggest I should be able to spin the rear wheel freely to check “drag” against the brake shoes. I’ve been jacking only one rear side at a time while I work on them. Should this free spin happen only when both wheels are in the air? I’m on my second wheel and neither spins freely. Checked parking brake and it’s disengaged, so that’s not the issue. I’m using a brake adjustment caliper to measure clearance between the new drum and shoes, but thought I’d try this method as a second check. Any thoughts or tips?
