Seat belt bolt removal tips?

I need to replace two of the seat belts in the back seat (no shoulder belts in the 87) but I cannot figure out how to get that bolt out. I bought an electric impact wrench and impact T50 socket but that bolt is just stuck in there. Any tips? Should I move to pneumatic tools instead for more power?

Breaker bar with a lot of penetration fluid. But even that did not work for two bolts on my suburban and I had to resort to drill/tap/weld method

Same. On my brother's we used a piece of steel tubing as a breaker bar and a rather plumpy ratchet.

I was able to get mine loose with a 24v Kobalt 1/2" impact. My 84 K has the bolts with hex heads though.

Whenever I could get to the other side of the bolt I would wire brush the rust off of the exposed threads and then spray it with penatrant. Then work the bolt back and forth with my impact while adding more penatrant from the top. Rarely did I need heat but heat always helps.

This is old school but take a log lighter and hold it on the bolt head as long as you can, then use your wrench (with breaker bar if necessary) and it should let go.
