How can I find out when this GM Delco radio (16023906) was manufactured and if it was available as an option in 1984?

That's a ETR, that style was in 83s to 87s. I've got one from an 86 in my 74.

If it's still on the radio, they used to put a sticker on them with month/year of manufacture. A lot of the little tags fall off as the adhesive looses it stickiness as the radio is heated by use, and cools down.

There is a guy that does Delco radio repair: <http://ronsradio.com> . He may have a listing of PN's correlated to year.

This a ETR Delco radio I bought as a spare for my '88 GMC V-Jimmy in 1997 at a swap meet. It came out of an earlier Corvette (Notice the black knobs). The shaft dimensions are identical for Vettes and trucks in this era.

The tags were still attached when I bought it, but were losing their adhesion, so I taped them on to keep the tag historical info.

Thanks for the additional information, Mike. Since I don't get good fm reception with the windshield antenna, I recently bought another radio on ebay with the cassette option. It lasted about two weeks before the cassette player started acting up so I purchased an ETR Delco and its on the way here. I don't believe it has any stickers on it and I hope the cassette works well as I intend to use it a lot. I have about $835 tied up in three OEM radios and I hope I'm done.
