Dumb fix again. Just needed to post about it to figure it out despite troubleshooting the majority of the morning. I just double checked the two power wires at the stock fuse box that go to the wire harness (for a second time today) and wiggling them around seemed to do the trick. Next task is getting some better connectors. I'm assuming that a bad connection limited the current, so even though I was getting good voltage, the 3 amps weren't enough to make it happen.
