That is part of a broken thermal vacuum control switch (TVS). The flat piece on the top of the thermostat housing is also what is left of a another TVS.
One will work to help the engine warm up smoothly through several items. The other one is part of the EGR and charcoal can purge controls. This also limits the vacuum to the trans switch if you have an automatic transmission.
