I see some, but most have a lot of backspacing, in the 4-4.5" range. Stock 15x8's are about 3.6". So I'm thinking 3.75 for a 16 or 17x8 wheel would be good, even if I have to run a 1/4" spacer on a 4" BS wheel. Can anybody recommend such a wheel that they can confirm fits properly?

The tire selection for 16" and 17" wheels is so much better than 15"!

I prefer 16s over 17s personally but for steel wheels I really like the black Daytonas or something like it. This is not a Daytona but I still like it.

I purchased a set of these for my daughter for her birthday for her truck. They fit and work but while she likes them I think the rears are a little tucked.

Fuel 17"

Also, I know you are asking about steel but these cover the size you are asking about.
