I think completely blacked out, satin or otherwise is a bit of a cop-out and does kinda cheapen it.
If you were to black out the chrome, make sure and sand/prep it good... because paint and chrome don't mix well in the long run. Perhaps powdercoating?
I like a nice satin (two stage paint or a black base with a satin 'flattening' clearcoat for protection. I had a Volvo 240 that I did up with the two stage satin black (no clear) and it cleaned up pretty well. Didn't scratch, fade, or anything... though I was sure to be careful with it. (always washed by hand or touchless automatic car washes. I did a contrasting Candy Marble Red with some carbon fiber accents though... I do agree that some contrast is good.

I like black with gunmetal and brushed aluminum or machined finish instead of chrome....
Search "Mob Steel".... custom lincoln's and more from Detroit. They have the murdered look squared away.
