Kick panel leaking

I've read all the threads related to this but I cant seem to find a clear answer or solution that has worked for me.

I'm getting water coming in somewhere behind my kick panels when it rains (seal/bolt holes, something else). I have removed cowl and sealed it with seam sealer. I have removed ALL debris from the plenum. Problem is when I remove the kick panel its hard to pinpoint where its coming in. By the looks of it the seals are shot (they are foam), which I plan on replacing. Is this seal something that would stop water because it looks like more of an air seal?

I guess I'm asking if anyone has fixed their problem by replacing those seals and if anyone has any other experiences where it could be leaking from. (No its not windshield - i tested by placing hose in the cowl only.)

All of the cowl water will go by that inlet so yes that's probably your water source
