I'm installing warn locking hubs my question Is when removing old hubs I need to remove inner snap ring and washer right before the locking nut to get new outer snap ring and new lock ring on correct?

After removing the old hubs would be a great time to check the spanner nut torque. The hub should not interfere with those at all though.
You didn't state what you were replacing hubs on. If it's full time 4x4 then make certain to remove the large spring also.
As for the snap ring, if there's a washer behind it you may not be able to use with the new hubs.
Send us some pics of your wrenching too.
