We solved the "short" issue tonight. The previous owner had installed an aftermarket stereo. The way they connected it is really screwy. The hot wire from the stereo was jammed into one side of the ACC fuse block with half a fuse. When I removed that all was well again. Horn works and Cigarette lighter provides power. I'm going to pull all the wiring on the stereo and redo it as per the manual.
