Fuel pressure issue

I am having an issue with my fuel pressure regulator, I did an ACEs efi swap with an inline fuel pump. I cannot get the regulator pressure to move and it is stuck at 80 psi on the gauge, when I shut the truck off it’ll drop down to zero. No amount of turning the adjuster bolt in or out will adjust the number on the gauge. The truck runs really smooth, I have checked the return lines back to the tank I don’t have any blockages. I have not driven the truck this is from its first start up. The truck is an 86 k10 with a 350.

What fuel pressure are you aiming for. I don't see three lines on that regulator. Are there 3? What brand and model is the regulator?
