I have a bit of a rust issue on my firewall from what I assume is rain water running down from the cowl. Is there a good way to go about repairing this? It looks like the side panel is spot welded on and might be removable.

The pictures aren't the best, but the hole extends all the way to the insulation mounted on the inside of the cab firewall.

It just takes patience, and some welding of course. You are right, the outer panel can be removed by drilling out the spot welds. Then you can patch the firewall, repair the outer panel and then weld the outer panel back on.

Anybody can do it with even a basic mig-type welder. Just practice spot, lap and butt welding on scrap pieces first until you are comfortable with it.
