I just wrote a long explanation and figured I'd start over and cut to the chase lol.

1. How much can a crew cab dually safely tow?
2. What is the limiting factor in this weight?
3. Here is my plan for my truck I'd like to tow 12-15k with it fairly often
I just built a stout 454 I'd guess 330 hp 480 ftlbs tq
Next is a gear vendors overdrive and 4.88 or 5.13 rear gear
Then eventually a 4l80e to go infront of the gear vendors for double overdrive when not towing.
Then after that I guess just cosmetics and stuff to make the ride more enjoyable.

I'd like an answer for legal and safe
ie.. my tahoe can legally pull 7500 is it safe? That's debatable. Or my buddies titan can legally pull 10k with my 6500 lbs travel trailer behind it even with a a weight distribution hitch and sway controller it was pretty sketchy going up a 7% grade with 20-40mph cross winds.
That said I'd assume the legal weight for my truck is less than safe.
also if this is the case is there any thing I can do to raise the legal limit?

I found a 1986 GM towing guide online. It rates the C30 at 10k gross trailer weight for bumper pull, 12k for fifth wheel. Should be similar for your 89.

My guess?

They aren't grossly inflated towing numbers (i.e., you'll work the truck to death getting it moving and stopping) like we have for 1/2 ton trucks today. The truck will probably handle it quite comfortably. You also have to remember that the truck is almost 30 years old. Technology marches on.
