CA Smog exemption

For those of you fellow Californians out there, does anyone know anything about the status of Senate Bill 712? Looks like it was introduced this month (again?) and would repeal the previous pre-1976 exemption, Instead, the "bill would fully exempt a collector motor vehicle from the smog check requirement if the vehicle is at least 35 model years old and proof is submitted that the motor vehicle is insured as a collector motor vehicle, as specified".

I hope this is not pie in the sky as this would be awesome for my '78. One can only dream

That's a good thing. I have my 77 Scottsdale insured on a collector car policy. Unlimited miles, $25,000 agreed value. $319 a year.

This is bad unless you have your vehicle garaged. I've tried getting insurance for my classics through hagerty, and another company I cannot recall at the moment, and they wouldn't consider them because I don't have a garage to store them in. Having AAA I am able to keep them insured, but for a higher premium. If they require collector car insurance there will be people like me out there that won't be able to get it. More shenanigans from our lib state and officials.

Hagerty lists garaging as, private garage/barn/pole building. Do you not have access to any of these? Respectfully, bit of a stretch to blame "the libs" for that. Get a garage, you can list your vehicle as garaged at a different address than your own too. :)

Have state farm. They were much less than collector car insurance cos. Only thing they wrote in my policies was limited millage and not daily use. Stated agreed value did require an appraisal on one Mustang. Have heard differing feedback on claims. Your millage may vary.

Any constraints on this?

Mine says can't be a daily driver, no trailering or hauling, etc.
