98 S10 electrical and starting issues

my dad has a 98 S10 that has a major electrical issue. i have not looked at it yet and was hoping to get some good advice before i did. there are several issues that he has but there is one that sticks out pretty good. the truck will not start by the key, but if you have the key in the on position and push the switch for the washer fluid control it will crank over and fire up. I have never heard of this. I know he had not done anything to the truck before it started doing that. Up to that point it started and ran fine with the exception of an exhaust leak. im thinking it could be the mulit-function switch and/or the ignition switch. any help would be appreciated. thank you in advance

That's a weird one. I'd start by taking apart the steering column and looking for broke and shorted wires where the column tilts.
