Needle scale??

It's an air chisel with needles sticking out of it instead of a chisel. It cleans or scarifies rust and paint, etc.. off of metal but afterwards the metal will be looking like a peach skin, so maybe not a good idea for that rocker....

Those rocker panels rust out from the back side. Don't put too much effort into it because the rust WILL come back... and bigger. The best thing to do is cut the rocker out and replace it.

If your primer and paint went to the same tape line, you will want to just leave it alone or you will expose some primer along the edge.

Is that Sunset Orange?

im not sure what color name it is but i do know its a dark red lol. yaa i didnt know that to blend paint you want to mist it into the same panel, and not tape it off. so now i have a nice tape line, i may scuff it down and just do it again and also.... how long does it take single stage to harden so my fingernail wont scratch it?? and can i clear over it??

You can clear over anything as long as the paint has cured. There are many factors that determine how long it takes paint to dry. Type of paint, brand of paint, temp, humidity, etc.
