Your opinion on seldom driven GMC V20

Before assuming you need an engine, as @Goldie Driver said, diagnose it first. Does it smoke on start up and then go away after warming up? I would use it more often than you do now and see if symptoms change or fix themselves. 1k a year is babying the truck and does not do seals/gaskets...

Welcome to the site. Any pictures? You should start a build thread to place all your work you've done. Taking lots of pictures can help putting the truck back together after its been apart for so long.

What are some options for mud flaps?

really its all up to what you can dream of. There are kits but usually they're not that big. Me personally would google them and look at the images to get ideas and make my own. Be sure to make supports for them.

Should I yank my engine to do oil pan gasket?

If the rear main isn't a one piece I would do that as well.

4X4 V1500 SUBURBAN JACKING AND JACKSTAND PLACEMENT

You have to remember, the instructions for jacking are for a flat tire front/rear. What @Snoots said. ^^^ the way I've always looked at it. The pumpkin is lower to the ground, so less time jacking to lift and get jack stands under it.
