It’s a reinforced area of the wheel well, they are not serviced separately.

Mine are completely gone, just a hole remains. Do reproduction inner fenders have this feature?

It's on there, but it's not sold as a separate piece

Looks so familiar! I took both fender liners out and had to patch both sides. I fabricated a patch, secured it with sealant and small self drilling screws. (no welder). The patch was pretty large and overlapped some of the mounting holes where it attaches to the fender. I had to use longer bolts in those areas. But all in all after hours of sanding, priming and re-painting they came out pretty good. When I first got the truck someone had sprayed foam sealant in the large rust holes and spray painted over it black. Looked terrible.
