Find a different inspection station. I may know of one in the 508 area code.
Read up on Mass. 540CMR 4.04 (10)(d) there is no mention of how they work, only that they must work.
I haven't been able to find out what/who's bulbs I used and I don't have the truck any more. I kinda remember the bulbs had a built in resistor, not sure it was a few years ago.
You may try to put the bulbs in 180* and see what happens.
I had a 6.5 TD with an air in the injector lines issue. It turned out to be the metal fuel pick-up line at the tank had developed a pin-hole from crap setting on it.
