I've heard from many sources that Pennsylvania vehicle inspections are notoriously picky. Especially about frame and body rust.....

We don't have inspections or emissions in my county, so HA! Last I knew, only 13 of our 159 counties did emissions and none do...

As long as everything works right they shouldn't care about how much rust you have on your vehicle. Unless it compromised the integrity...

Yup, all a vehicle 25 years old or older needed to be inspected for, was the safety inspection. Emissions inspections are for 24 years...
