Where can I find +12V hot in run and start?

According to the attached image, terminal I1 is supposed to be hot in both Run and Start but it's only hot in Run. I just put a new switch in, same thing as the old switch.

1987 tilt column in a 1982, 1991 TBI conversion (350 V8 and 700R4). Nothing on the fuse block is hot in Start. The large pink wire to the coil isn't hot in Start. I can't find anything that has power in both key positions.

The engine will crank over. It's not going to start if nothing but the starter has power while cranking. The two small wires between the coil and distributor are right off the 1991, just a simple direct connection between the two. Some conversion diagrams show that red wire connected to Run/Start - but first one must have a wire that's live in both.

The fuel pump relay and ECM power are pretty much the last things I need to connect, but without a power line that's live in both Run and Start it's not going to work.

Turned out to be not enough power. :p Hooked up a fully charged battery and now it is right.

Now I just need to rotate all the plug wires one position on the cap so the module isn't aimed at the firewall and it *should* be able to run.

Then I can get on with re-assembling the front end. Took the grille, radiator and support etc all out to make it easier to do the swap and to work on the truck. I turned 44 on the 25th and my knees do not at all like standing and bending over engine compartments.

After it's back together and running I'll have a chip programmed to enable highway lean cruise to squeeze a bit more MPG out. What I'd love to do is replace the 4.56:1 final drive with a 3.73:1.
