"locking plate tool", most chain parts stores have them cheap or in their loaner tool program.

I still think that clip being gone or out of position would cause only cause in & out movement, not side to side slop. In fact, I think it only holds the plate so it may not cause play at all.

Without the clip, the plate moves out. When the plate moves out, there's no spring pressure to hold the upper shaft bearing in place. Then the shaft is able to move all around.

This happens, I know from loosing one of those clips years ago.

So the tool threads to the end of the shaft, then threads push the plate down aganst the spring correct?
Be pretty easy to fab one up, only cost 231 bucks in material and time???

Yep. The one I showed just screws onto the shaft, then you tighten the big wing nut to depress the plate away from the clip. You can push it down 3/16"-1/4" before the plate bottoms out.

The expensive tools from Snap On and such work even nicer. They have a thin collar that surrounds the shaft so you can just slide the clip right onto the tool. Then when it's time to reinstall, you just slide the clip off and right into it's home.

The last ones I bought came from NAPA. They were on the rack and sold in packs of two.

No offence, but don't be cheap and try to make that tool. You'll never get the threads right and the part that depresses the lock plate can't be just any 'ol thing. You bend that plate and it won't trip the turn signal switch return, and your steering wheel won't lock, hence the "locking plate", when you turn the key to "lock"!! Anyone who can get in your truck and get it started can just drive off with it!

Go to Auto Zone and get the right tool. I have one but mine doesn't have a wingnut to push against the lock plate, mine has a big nut under the handle.

And to remove the lock ring, you can take a small screw driver and pick up on one end of the ring and work that end around until the ring finally pops up. To install, put spring onto shaft, push lock plate onto shaft, then the ring, then the tool. Screw tool down pushing against the plate until you can see that ring groove just clear the hole in the plate. Then work the ring into the groove by starting one end and work it around the shaft. Once in, release the tool and remove it from the shaft. Then install steering wheel.

But I concur with @bucket that if there is as much wobble as you indicate it may very well be those four bolts in the lower bearing support. Good luck!

Well, @Raider L, not to be an ass, but I accept the challenge! Lol. Looked in town today for one of them tools, couldn't find one, nor the ring. Lady friend and i were talking about it, just a while ago and she asked "why not just make one" then you challenge me. I know little to nothing about a carb, dwell, lift on a cam most subjects. Though pretty handy at whittling something out of a hunk of steel. So, I get it built there will be pictures!

I do appreciate your input and knoweledge. As well as I do this banter.

Could be the upper and lower bearings for the upper housing are bad, but to get the lower one the tilt bearing housing - and those hardened pins- have to come out.

You are there - might as well get those 4 bolts ...
