Surface rusted bed

I bought a 8' bed to use on my truck ( I only need drivers side and front bed panel ) the person I bought it from, put new bed sides on it, then left it outside ( a year or two) with only the coating that was on it from supplier . is there a easy way to get surface rust off? Or will I need to run a DA all over it ,then epoxy primer it. I tried a small area ,and it cam out fine ( gray primer spot). I only have 225.00 dollars in it, so I thought it was a good deal.

Yep, just have to sand it until the metal is clean again.

You can just sand, prime and paint it.

I would have one of the Dustless blasting guys blast it, then put an epoxy primer on it and then you do not have to worry about it rusting on the top side. Whole lot easier than sanding plus then you know the rust is gone.
