Seat Belt bolt removal (and torque?)

I have an 89 GMC Suburban. I will have to remove the body panel on the front passenger side to (hopefully) access a striker bolt backing plate that fell down inside the frame. I need to remove the bolt for the seat belt (I believe it is metric) to get the panel off. Is there any backing nut that I need to be aware of so I don't lose anything else? Also, is there a torque spec for this seat belt bolt?

There is no backing nut to fall down. No idea on the torque, I always torqued them untill it is tight

Bolt is threaded into a nut that's apart of the cab. Not gonna lose that one.

I also just tighten it quite a bit. Not sure on torqur spec.
