Try 1) acetone or lacquer thinner, 2) easy off oven cleaner, 3) heat gun & putty knife 4) one of those scotch brite things on a drill. I don't think there is an easy way.

I've used oven cleaner and a pressure washer

If it werent for the paint sake, which maybe you dont care... you could.uh... burn it off. Although people tend to look down upon fires near gas tanks. And open flames in general.
