ID this rocker step hole for me

So I have been working on my 85 c10. One of the weird things about the truck is it is basically rust free on the cab and bed…EXCEPT it had a (bad) rust hole on the top of the driver side rocker.

The rocker panel itself is solid but it had this relatively ragged hold in the top. I figured somebody must have punctured it and never repaired it. Anyhow, I have done the repair (here’s a picture of the welded spot - yes, I’m an amateur).

Today I ran across an 84 c10 on auction at Hemmings. Only it had what looks like a grommet in that spot. Here it is:

Why would that step have a hole in it?

My truck was a camper truck and so is the one in this picture. This is not urgent it will just help me solve the mystery of the random rust hole in my truck’s step. Is this a common thing and I just don’t know c10s?

Ok. I went back and looked at the listed truck and I'm thinking I'm on the wrong track. If it were rust proofing on MY truck, I would think both rockers would be drilled. The one listed is drilled on both sides.

Mine only had the rust hole (a HOLE about the size of a quarter, with cancer all around it) on the driver side. I guess somebody just wore the paint off and never fixed it sometime over the last nearly 30 years.

Rust proofing like a company called rust check they drilled dozens of holes and injected oil like substance then it would rip/drain for hours on a lift

It came out pretty well given the problem and my chosen solution (welding a patch into it). I have the jambs painted but not sanded, cut or buffed and you can see a little bit of a dimple from my filler skills (or maybe just a little warp) where the ragged hole used to be. Luckily my less beautiful tack welds will be under the weatherstrip.
