How does horn get activated?

If I understand your question-

A convexed piece of metal. (contacts the plunger piece to ground it.-) Goldie Driver's post #7 shows it. Watch the videos I posted #11 they explain it. The second video is short and should answer your question.
I did watch it and the convexed piece is what keeps the ring with the three screws from pushing in. If I removed the convexed piece, the ring does push in as it normally should.

I did watch it and the convexed piece is what keeps the ring with the three screws from pushing in. If I removed the convexed piece, the ring does push in as it normally should.
Is the convex spring facing with the bow out towards you?

You flatten it with the 3 screw piece when you press the horn pad which makes the convex piece touch that little stem held in the cam ring and voila ! the circuit closes and horniness results.

You can also test the circuit if those pieces are out by touching a flat blade screwdriver to the threaded column shaft and that stem (plunger) piece. If the rest of the circuit is good the horn will sound.

When you put the 3 screw piece in, but do not have it screwed in at all, does it move freely? I just can't see how it would not unless the plastic is not going down in both sets of holes.

@Goldie Driver, No, even placing the convex piece and then the three screw piece on it in place without screws, there is no play, but it is hard to tell because I have to keep it from falling. I remove the convex plate all together and make the three screw piece snug, it still still moves.

I'll try it again in the morning.

@Goldie Driver, I checked it again this morning just placing the plate and the ring seated with the plastic spacer in place and it's the same; no movement.
I wonder if the steering wheel has some warpage that mechanically impedes the functioning.

Some things are just easier to see hands on, but hard to do via teh interwebz...

Yeah, I know it... So, there was no movement in it when I got it, so I wonder if by installing the parts wrong, would that have ruined the fuse, or relay?

Wondering what I should check next.

Everything is in place according to diagrams and videos. I guess I will move on to relay and fuse.

The relay is probably the best place to start. Within 30 seconds or so you should know exactly which circuit is at fault. Disconnect relay and check the 3 connector terminals: one should be hot, one to horn, one to ground switch at column. If any one doesn't work, chase that circuit. If they all work, replace the relay. Sounds like it started when you took it apart so most likely in that area. If it is in the switch, as you suggested early on, you should be able to jumper the wire to ground (a test lamp will do) before the switch and make the horn operate.
