I'm looking at an 86 c10 but the previous owner put a roll pan on the back. I much rather have the bumper. When they put roll pans on is it common to cut the bumper mounts or are they bolt on?

Sorry. C10s are new to me. At least in terms of customization.

Welcome from Austria. The roll pans I've seen did not require the frame to be modified.
The bumpers (normal and step) are mounted with brackets and not directly attached to the frame.
The bumpers use specific brackets.

Bumper brackets.

These are the brackets of 74 C20 with the original chrome step and tow bumper.

Most roll pans either bolt to the frame rails or weld to the bedsides. Most roll pans don't require cutting off the frame horns but you won't know till you take a look. Stick your head under the truck and snap some pictures for us, it's pretty easy to spot if the ends of the rails have been butchered
