When is completely up to you. A front end that sits unlevel or too low in general is a good sign the springs are worn. But some guys replace them just because they are old, and that's OK too if you want to spend the money.

Replacement is fairly easy. Support the lower control arm with a jack, unbolt the lower ball joint and separate it from the spindle, unbolt the shock and then CAREFULLY lower down the jack that is supporting the lower control arm. The spring will basically fall out. Depending on the springs you put back in, you will probably need a spring compressor to get it seated enough to raise the control arm back up.
