They are wrong offset, wrong tire size, but are bolted in.

I recognize the hub caps from the S-10 trucks, but they have a slightly smaller bolt pattern though.

To me it looks like an older regular steelie, not a rally rim.

I know the full size Chevy patrol cars we used to run (up to 1996) had a 5 on 5 bolt pattern.

That sounds like a likely source. They sit deeper in the wheel well than correct steel wheel would. Judging by the hub cap, probably late 80's full size sedan then?

Astro van (90's) or s10 for sure. Btw those hubcaps are hard to get in decent shape. It took me a few weeks to source mine that will be on my 22" transport wheels that I will install on my 64 c10. I would have preferred the dog dish Silverado ones, but could find any in good shape.

I thought it would be from a car due to small tires that are on them now. Will get offset measurement when swapping later

Those caps were used on S10's and Astros, but they fit the same as C10 caps. For example, C10 caps will fit on basic S10 steelies with the smaller bolt pattern. The 60's Chevy poverty caps fit too.

I have a pretty nice collection of poverty caps. I’ve always liked the look. Ie the Copo look.

Yeah, the ones used around '69 or so had a pretty good look to them. Especially on a widened wheel painted body color.
