My dash turn signal indicators are not working. My exterior turn signals and hazard lights are working. Installed new circuit board and instrument cluster. All factory type. No aftermarket. All wiring is factory and has ohm test has been done on all circuits. All circuits are good. I have alternating 12V power to turn signal bulbs at circuit board when turn signals are activated but bulbs will not illuminate. Tried multiple bulbs and nothing. Regular factory type bulbs. Not LED. Changed flashers. Ohm the grounds. 12V confirmed supplying instrument cluster and 12V confirmed leaving to turn signals when operating. head scratcher for me!

Are you certain the bulb holders are making good contact with the printed circuit board ? I have had issues with that with Goldie - the plastic of the cluster is old and they do not hold as tight to the board as they would have new.

I’d check the bulb socket with a test light and work backwards.

Forgot to mention I tested the bulb socket and it is getting alternating 12V power while turn signals are in operation. Also the circuit board is new and verified it is making good contact. Tried an external ground to known good ground last night and still nothing. I have switched bulb sockets, rotated bulb sockets tried numerous 194 bulbs and same outcome. It hard for me to comprehend because I have power to the bulb socket but bulb will not light up. 194 may be the wrong bulbs. I will research more and see if it requires a different bulb.

How are you measuring that? You should be using the two contacts in the socket so that you are seeing exactly what the bulb is seeing, and not one probe in the socket and one on a chassis ground.

Are you by any chance using LED bulbs? A lot of those are directional. Which, being diodes, would kind of figure.

Just a thought. I've had a little trouble with that stuff myself in the past.
