73 K10 lower steering column part source

On my 73 (splined shaft) what is the upper piece with the deteriorated boot? I is this a bushing or something similar? I have searched all over and cant seem to find anyone who sells a replacement piece and/or what the correct term is.

Currently rebuilding the steering system and would have liked to use the Jeef shaft "upgrade" but my steering column shaft is splined and not "D" shaped.

Thoughts?
