i bought an HP Tuner. I use it quite a bit. I just swapped gears in the diff and added electric cooling fans to my 6.0 swap. I've tuned a couple of other vehicles as well. The learning curve is steep in the beginning, but it's worth learning.

HP Tuner. Fortunately I have coworker that is an experienced tuner and has been a big help. You Tube university is great as well. Goat rope garage for example.

I'm trying to learn it as I go but my local tuner is being cryptic and unhelpful. I have an L59 PCM, TAC module, pedal, and harness I would like to put in my 86. I want to use the SM465 but he is bitching about having a VSS for idling. What is the bare minimum that needs to be done to the PCM to get it running? Removing passlock?

No VSS needed for a good idle anymore. Removing VATS is the minimum to have the engine run.

You will need a speed sensor. Computer needs to know when vehicle is moving and when it’s not. Dakota digital has what you need. Can’t remember PN at the moment.
