I was a-feared of that....this past January it was below ZERO 18 times and I about froze because I couldn't get hot air on me. Floor keeps the carpet warm and defrost keeps the glass warm and not me....
can't be, I checked vacuum at all lines when I switched it at control head. everything had vacuum when it should. Also when I have it on vent, as I slide the temperature knob over to cold from hot, it begins to blow hard out the vents.
I was looking at the troubleshooting diagram on the sticky in this section... it says on heat mode that vacuum is only applied when on floor or defrost, no vacuum is applied when you select vent in heat mode....
is this my explanation?
vacuum bulb and line is good. vacuum line from engine is good.
I took the glove box out and took the vent routing plastic off. the door moves correctly, nothing is broken. it blows hard out the blend door hole when on heat and vent. but when I put the vent routing plastic back on.. nothing...
My heat only blows through the floor or defrost. If I switch to vent it sounds like it is just circling inside the heater box. If I slide it over to cold, it blows hard out the vents. I checked all the actuators and vacuum lines plus the back of the control unit and everything is good.

When the engine is cold, loosen the choke cap. Turn it until the choke flap is closed (don't crank it all the way as far as you can turn it)then tighten the choke cap back down. That is your initial setting for cold engine start. As engine warms it will open.
You should be getting 12 with key on/not running. You should be getting 0 when running or else the choke would stay shut all the time. Also, if this is aftermarket carb, you shouldn't be using the "choke wire" like how the factory was hooked. You need a different 12v source.

I have always seen the TV cable mounted to the bottom holes in the bracket with the cable running on the driver side and the throttle bracket mounted in the top holes with the cable on the passenger side of the bracket. They have always looked like everything...
You have a major vacuum leak. It most certainly is some where on the intake. I would check the China walls especially the rear one. It is cheaper to put new gaskets and rtv the China walls than to get a carb.
Also, if you have the screws so far out that they are wobbly then that thing is...
Adjust that rear float..sounds like fuel starvation.
In fact do the floats first..then idle mixture. Then see how it does. Your idle vacuum reading should be upwards of 16 to 20 inches of mercury(hg). Less if you have lopey cam or live at higher elevation
