Are you sure that the filter is empty and not totally full? Install your guage between the filter and carburetor and report the results

We used to call those "multi" case back in the day. Fit all GM lines when each product actually had their own engines, those were typically found in cars though.

With regards to the 2000 model you ask about. The 6 lug pattern on the full size GM trucks are same from 1999 in pickups/2000 in utilities thru the current 2020 model year.

It's my understanding that the Dingo adapter bolt to the engine and you use the isolation mounts ( your lower picture) for your oem engine/chassis
