    Does sound like a choke issue. When completely cold does the choke plate close? That is the butterfly on front venturi. Butterfly should be just closed when cold and open slightly after starting.

    Pump has a vent hole in top housing. Fuel there indicates an internal diaphragm failure. Many new defective pumps. ONLY buy Delphi, GM or Delco. Any other brand is hit and miss. Also, good idea to run only ethanol free fuel. Multiple reasons for doing so.

    Before tossing parts at it why not try diagnosing first? As suggested above check fuel pressure and volume. Ethanol is not friendly to old fuel systems.

    As an electrician this might help. I use a shunt with Fluke on the millivolt scale for draws. It allows anything to be turned on or off except starter. Max draw is .05 millivolt across the shunt.

    Doesn't matter as long as it is inserted into the circuit. On the starter sticking, it is either a bad starter or electrical such as the ignition switch.

    Another way is hook a test light in series at the battery post. Preferably on the negative side. If it lights up there's a draw. A common non-fused draw is the alternator, disconnect it.

    Disable the ignition and crank with the starter, does it sound even.? If a cylinder isn't filling properly when the engine rotates a bad cylinder the starter will increase in speed. Kind of a quick and dirty compression test. If uneven the diagnostic procedure takes a different turn.
