Does anybody know what this is for??

My guess is it's for a wire harness clamp for the transmission signals. Neutral, reverse etc. Just forward of that on the firewall is another bendable clamp.

    Frame welded, dangerous?

Just clean it up and see! Like others said all that snarf is or isn't hiding things. Get a wire wheel and go after it. If it looks ugly on both sides worry about if not put some paint on it and press on.

    New wheels/tires - 73 K10 w/2” lift

my answer to @mrdap and @bbuse some trimming on the front will have to happen! But if the cancer I'm seeing on @bbuse I would take the wheel trim off first and let the tires remove the rust parts then clean it up! On a stock setup with a 2 inch lift should be ok!

Questions about turning a Burb into a 4 door pickup

Find an old long bed and use what you need! keep Them all period correct and be creative. 84 burb and 84 long bed etc.etc. I'm sure the frames are different but I don't think the different bends in the frame can't be overcome with shims or trimming. Not being a good welder or a very good...

What size is my fuel tank?

Well thinking about your issue, I'll almost bet that either or both of your fuel hose's from the filler to the tank are done! I'm surprised the gas pump vent is allowing you to pump gas at all!

What size is my fuel tank?

And you really don't need to know what size tank you have to calculate mpg! Just figure out how many miles you have driven since the last fill up then divide it by how many gallons you pump in since your last fillup.
