    Frame welded, dangerous?

    That is not the correct way to weld a frame. It would not pass a safety inspection in this part of the world. With consideration of frame deterioration in the rest of the photo, I would be looking for another frame if serious about your restoration.

    Electric fuel pump question

    First thing I would check, is to see if there is a negative pressure building in the fuel tank. Open the filler cap to the tank when it happens and listen for a hissing sound. Could be a restricted tank vent. Next, I would be questioning the fuel pump itself or a plugged suction screen in the tank.

    Oil pressure

    Installing a pick up tube is not considered to be throwing parts at it. Pulling oil from the top of the sump instead of the bottom, will more than likely be introducing aerated oil to the galleries. A new pump and pick up can be bought for under $100 if you are on a tight budget.
