Your pump is rated at 200 GPH.. Have you conducted a flow test?? Your pump should deliver 3 1/3 gallons in one minute or less.. Will yours do that?? If not, the pump is bad..- RustyPile

The gauge can be easily repaired if you want to save the money spent on a new one.. The gauge resistor is bad, gone extremely high in resistance or blown open. I wasn't mocking either engine... If anything, I was mocking the GM engineers for doing that to a great big 454.. Doing it to a 396 I can almost understand.. The torgue was needed for those yard barges of that day, so I can kinda understand the approach.. A well built "almost stock" 396 will...- RustyPile
