    The axle could be shimmed relative to the leaf springs to change the caster, right? I'm not sure why that would be done, and I've never heard of shimming a front axle (only rear axles for driveline angles), but I think it could be possible if someone wanted to do it.

    Probably water from a leaking windshield or cowl seam, or coolant from a rotten heater core. If you can't smell the coolant, try mopping it up with a white paper towel to look for the color.
