Headlight switch is likely bad. It's pretty common because all the power for headlights feed through it vs triggering a relay.- MarineOne

Strobe hazards
The hazard relay. Get one with different resistance. One for led lights shoukd work but I'm sure someone market's a quick flash relay- MarineOne

Weird dash light issue
Sounds like the print board to me aswell. It's possible the headlight switch is doing funk stuff but with some of the symptoms your having that dosent totally align- MarineOne

Amazon TIG welders?
my biggest concern would be dc vs ac tig. Dc is hotter and usually much cheaper machines. Ac is necessary for smaller stuff and aluminum welding -

Steering slack
The Skywalker springs ride like it is welded solid (friend has them in his 77) my other budy has the tough country ez ride in his 79 equipped the same and the ride is much better. Both small block regular cab short bed trucks I made my own leaf packs for my 86 with 454 and put real nice shocks...- MarineOne

Blows Hot Air When Off?
For it to work you need 3 claves and a cross over tube to allow normal flow or you'll get hot spots in head if it's still feeding from head. T both heater core hoses with shutoff in and out of heater core along with a shutoff in the cross over When heat is used the 2 heater core valves open... -

It's a rubber type thing yes. As for Cracks I would yes drill ends so to prevent cracks I'd then weld them up and grind flat then for extra safety a plate welded overtop for added strength I drill holes in my cover plates to plug weld and then grind flat if u want too- MarineOne
