    Do the taillights work? Check for power on the 4 amp fuse with the headlights on, and the dimmer turned all the way up. No power and the taillights work? Pull the headlight switch and check for power supply n the green wire of the headlight switch. No power? Replace the switch.

    I would expect slightly delayed shifts when cold. GM programmed the shift characteristics like that for a reason, they want the oxygen sensor and catalytic converter to get to operating temp as quickly as possible.

    Find the turn signal switch connector. Find the black wire in the connector. Use a fused test light, ground the black wire. The relay should click, ideally the horn should sound. If so, the problem is above the turn signal connector (most likely in the wheel)

    The fuses are powered on one side by a common buss bar. Then the other side of the fuse powers the circuit. Make sure ALL the fuses are good, and more importantly, none are missing.
