    Could be proportioning valve, LPSV, crusty wheel cylinders, master cylinder. Not knowing age of parts and what you e done so far makes it tough to diagnose. But start with prop valve and reset it imo.

    Cheapest cover you can find to protect from a tarp scratching if you have good paint. Then a blue tarp so it doesn’t soak up moisture and the snow slides off. Snow and ice sticks to soft covers and is hard to remove and freeze thaw creates ice that tears up soft covers.

    If timing is right, engine healthy and good power to battery, think I’d just replace the starter. $100 or less and it probably 30 or 40 years old anyways. JMO.
