I guess I give up on the windows
I'd try to connect the voltmeter in parallel to the motor and check for the voltage when the windows go up and down. If it is dropping significantly to couple of volts -> electrical issue. How is your relay mod done? Where did you ground the relays? How did you wire the power? I just did a... -

That's not true at least for the 1990. It's a regular system with both poles connected to a ground and a positive switched to either side to make it go up or down. The issue is that both power and a ground pass trough the switches and lengths of wire before reaching the motor. I'd try running... -

Headliner questions
Also some foam or other insulation between roof and headliner board may help reduce heat wanting to unstick the headliner. I used Sovereign Trim Stay to glue the carpet to plywood sheets that act as my headliner, it suppose to be a high temp adhesive, but didn't have a chance to test it yet in... -

What have you done to your square lately??
Added missing window tint on one side and replaced scratched and discolored (and too transparent) tint on barn doors. It's so hard to find a brown tint that would match factory tint, had to go with a 20% brown which is not that brown and more transparent than factory tint. -
Cruise control works for a while then starts to lose speed
It did it again, so I jerry rigged vacuum gauge on a cowl measuring vacuum past the check valve. I can also see that the system holds vacuum for couple of hours after parking before it finally reaches zero. I can clearly see the pulses from cruise control solenoid especially when it is at 19...- mibars

Getting voltage to the up and down on all windows
Not exactly sure what your issue is, 1.5 V should be much less than the minimum needed to activate an automotive relay, usually it's in a range of 5-7 V when it clicks.- mibars

My $0.02: The guy is using 20 A range for that test. It is good for initial check, but far for good for measuring actual values. How would an interior light stay on if you pulled out the fuse for it
He pulls the fuse in order to measure current. He breaks the circuit removing the fuse then connects is back together with a multimeter instead of a fuse. Multimeter set to measring current has a resistance close to zero ohm.- mibars

Issues with seatbelts
I'll try aiming for that particular part, maybe that's what stuck. I have also tried using blunt force on retractors to un-seize the ratchet and it didn't help ;)
